As a researcher, consultant, entrepreneur, civil and technical society participant, and former policymaker and legislator, I write to examine the latest trends as well as deep analysis on on digital policies, infrastructure resilience, technology governance, geopolitics, particularly from an East Asian angle. I will also delve into a bit of early Internet development history that I witnessed and recorded for close to 30 years, and occasional musings on other areas of my interests, from travel to movies.

About myself…
I am a Research Scholar at the Global Digital Policy Incubator of the Cyber Policy Center at Stanford University, a member of the Board of Trustees of the Internet Society, a board member of the International Centre for Trade Transparency and Monitoring, and a co-founder of Tech for Good Asia.
Currently I am also a delegate from Asia Pacific to the Nominating Committee (2024-2026) of ICANN (Internet Corporation for Assigned Names and Numbers), where I also served as the chair of the Asian, Australiasian and Pacific Islands Regional At-Large Organization (APRALO) from 2011 to 2012. I also serve as a consultant for the Research Institute for Democracy, Society, and Emerging Technology in Taiwan.
Previously, I served as an elected member of the 5th and 6th Legislative Council in the Hong Kong Special Administrative Region, representing the Information Technology functional constituency, from 2012 to 2020. As an entrepreneur, I co-founded HKNet, one of the earliest Internet service providers in Hong Kong, in 1994, that was acquired by Japan’s NTT Communications in 2000. I was the founding chair of the Internet Society Hong Kong, honorary president and former president of the Hong Kong Information Technology Federation, and former chair of the Hong Kong Internet Service Providers Association.
As a proud Boilermaker, I got my BS in Computer and Electrical Engineering (1985) and MS in Electrical Engineering (1987) from Purdue University. I was honored as a member of the Elmore Family School of Electrical and Computer Engineering’s 2022 Outstanding Electrical and Computer Engineers class, and now also serves on Purdue’s Electrical and Computer Engineering Advisory Board. I am also an Advisory Council Member of the Krach Institute for Tech Diplomacy at Purdue.
